Pharmaceuticals Committee Meeting on Global Tender Enquiry (GTE)

AMCHAM’s Pharmaceuticals Committee convened virtually on July 24th to discuss the evolving developments surrounding the Global Tender Enquiry (GTE) list in the pharmaceutical sector. Ms. Neelima Dwivedi, Chairperson – Pharmaceuticals Committee, AMCHAM and Executive Director-Public Policy, Corp Communications & Market Access, MSD Pharmaceuticals moderated the discussion. Members reviewed the current GTE list of pharmaceutical products and voiced concerns over the lack of clarity among stakeholders regarding its scope, criteria, and implementation timeline. Members suggested AMCHAM request for a meeting with Ms. Palka Sahni, Joint Secretary, Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers, to better understand the government’s perspective and the intended direction of the GTE framework.

The discussion also noted that the revised GTE list may encompass, not only already notified products, but potentially include products yet to be launched, further increasing uncertainty for industry players. Members underscored the need to address market access issues and potential tariff-related challenges. While the government continues to emphasize ‘Make in India’ to promote domestic pharmaceutical manufacturing, members highlighted that the current capacity of Indian manufacturers may not be sufficient to meet existing public health demands. Ensuring timely and affordable access to innovative medicines and vaccines, particularly in the context of India’s healthcare needs, remains a key concern. The committee recommended proactive engagement with the government to promote greater transparency, align policy objectives with industry capabilities, and facilitate ease of doing business.
