Meeting with Mr. Mahmood Ahmed, Additional Secretary, Ministry of Road Transport and Highways, Government of India – 22 February 2024

AMCHAM met Mr. Mahmood Ahmed, Additional Secretary, Ministry of Road Transport and Highways on February 22nd at his office in New Delhi. Discussions were held around the revision of MV Aggregator Guidelines and opportunities for collaboration for U.S. companies with the Ministry on technologies for road safety. The meeting was attended by Mr. Sanjay Chadha, Co-Chairman – Infrastructure and Smart Cities Committee, AMCHAM and Director – Head of Public Policy and Government Affairs, Uber India Systems Private Limited and Ms. Geeta Poduval, Director, AMCHAM. Mr. Mahmood Ahmed agreed to positively consider the issues discussed at the meeting and also advised the way forward for further action.

Meeting with Dr. V.K. Saraswat, Member, Niti Aayog, Government of India

AMCHAM’s Energy Committee members met with Dr. V.K. Saraswat, Member, Niti Aayog, Government of India at his office on February 22nd. Discussions were held around the emerging opportunities for members in the areas of carbon capture, utilization and storage, hydrogen, biofuels and compressed bio gas and energy efficiency in commercial buildings. Mr. Anil Bhatia, Chairman – Energy Committee, AMCHAM and Vice President and Managing Director, Emerson India initiated the discussions and spoke about the areas that U.S. industry can contribute for supporting the Government of India’s energy transition plans. Mr. Sundaresan Narayanan, Co-Chairman – Energy Committee, AMCHAM and Managing Director, Carrier India highlighted some of the concerns faced by industry. Addressing members, Dr. Saraswat spoke about the need for industry participation and engagement with specific Ministries to initiate action in the CCUS field, the government’s upcoming Carbon Credits Policy and the status of hydrogen adoption in India. Representatives from Dastur Energy, Baker Hughes India, ExxonMobil Gas (India) Pvt. Ltd., John Crane, Honeywell India and Rockwell Automation participated in the meeting.

Energy Committee Meeting

AMCHAM’s Energy Committee held a meeting on February 22nd in New Delhi under the Chairmanship of Mr. Anil Bhatia, Chairman – Energy Committee, AMCHAM and Vice President and Managing Director, Emerson India. Members deliberated upon the plan of work for the committee in 2024, major challenges faced by members and the current status of various projects where U.S. companies can leverage their technologies. The meeting was attended by representatives from Dastur Energy, Rockwell Automation, John Crane, Honeywell India, Carrier India and Blackstone

Interaction with U.S. Department of Defense Officials

AMCHAM’s Defense Committee organized an interaction with officials from the U.S. Department of Defense on February 21st in New Delhi. The delegation included Mr. Douglas Bush, Assistant Secretary of the Army for Acquisitions, U.S. Department of Defense, Mr. Justin McFarlin, Deputy Assistant Secretary of Defense for International and Industry Engagement, U.S. Department of Defense, Ms. Sandy Long, Senior Advisor for Defense Exports, Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation, U.S. Department of Defense, Ms. Aditi Kumar, Deputy Director, Strategy, Policy & National Security Partnerships, Defense Innovation Unit and their colleagues. Ms. Udaya Arun, Director, AMCHAM welcomed participants and presented an overview of the AMCHAM document ‘U.S. – India Defense Partnership: Co-Production and Co-Development.’ Mr. Alain Garcia, Chairman – Defense Committee, AMCHAM and Vice President, Global Business Development – India, Boeing Defense, Space and Security, The Boeing Company provided an overview of the defense sector in India. Mr. Salil Gupte, Vice Chairman, AMCHAM and President, Boeing India moderated the discussion with delegates from RTX Technologies, BAE Systems, 3M Inc., Honeywell and L3 Harris. Challenges in supply chain issues, quality, scheduling, costs, acquisition, labour, tech transfer, collaborations, timelines, production diplomacy, export climate, BIS certification mismatch, aerospace grade raw material availability, amongst others, were discussed. The delegation requested more feedback and provided their inputs based on engagements with their counterparts on policy matters, innovation challenges supported by industry and co-imagining. Mr. Samit Ray, Co-Chairman – Defense Committee, AMCHAM and Deputy Vice President – Government Affairs & Public Policy South Asia, RTX summed up the meeting and requested the officials to meet with AMCHAM during the annual door knock to DC in June 2024.

Interaction with U.S. Congressional Staffer Delegation

AMCHAM organized an interaction with a U.S. Congressional staffer delegation visiting India on February 19th in New Delhi. The delegation included Mr. Mark Libell, Chief of Staff for Senator Raphael Warnock (D-GA), Ms. Bessie Chen, Policy Analyst for Indo-Pacific Affairs, Senate Foreign Relations Committee for Ranking Member Senator James Risch (R-ID), Ms. Daisy Bledsoe-Herring, Legislative Assistant for Foreign Policy for Senator Jeanne Shaheen (D-NH), Mr. Paul Guaglianone, Legislative Director for Senator Pete Ricketts (R-NE), Ms. Emma Bruce, Democratic Staff Director, House Foreign Affairs Committee Subcommittee on the Indo-Pacific for Ranking Member Representative Ami Bera (D-CA), Mr. Eric Lee, Professional Staff Member, Indo-Pacific, House Foreign Affairs Committee and Mr. Ben Press, Foreign Policy Fellow for Representative Seth Moulton (D-MA).

Ms. Valerie Swope, Program Coordinator, AMCHAM welcomed participants and shared about AMCHAM’s annual door knock delegation to Washington DC. Mr. Alain Garcia, Chairman – Defense Committee, AMCHAM and Vice President, Global Business Development – India, Boeing Defense, Space and Security, The Boeing Company provided an overview of the business climate in India and specifically highlighted the defense sector. The delegates gave brief remarks about their foreign policy work, thoughts on India and posed questions about the ease of doing business. Mr. Salil Gupte, Vice Chairman, AMCHAM and President, Boeing India moderated the discussion which touched upon, trade barriers, IP, technology transfer, MRO, semiconductors, Indo Pacific, green hydrogen, supply chain security, cost of compliance and infrastructure development, among others. Members and delegates shared candid insights on the geopolitical scenario and opportunities to strengthen the U.S.-India partnership. Wg Cdr Rajiv Anand, Senior Director, AMCHAM briefly summarized the interaction and gave the vote of thanks. The interaction continued over a networking dinner.

5th U.S.-India Fast Track Mechanism Meeting

The 5th U.S.-India Fast Track Mechanism meeting was held on February 15th, under the chairpersonship of Ms. Himani Pande, Joint Secretary, Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Government of India. In the agenda, amongst other items, were listed issues raised by Dell Technologies, Apple India, Flex , Johnson & Johnson India and FMC Corporation. Representatives from these member companies attended the meeting and presented their concerns. Discussions were related to parametric release of medical devices, delays in obtaining regulatory approvals for pesticides and agrochemicals, clarification of definition of HSN Code #85176960 and elimination of marking and labelling requirements under battery waste management and plastic waste management rules 2022. AMCHAM was represented by Wg Cdr Rajiv Anand, Senior Director.
