Policy and Implementation Issues Regarding India’s Offset Policy

As the Government of India considers the formulation and amendment to the next iteration of the Defense Procurement Procedure (DPP), AmCham offered specific recommendations based upon feedback from leading U.S. aerospace & defense member companies. The recommendations encompassed suggested areas of reform the Government of India may consider in executing her defense offset policy so as to incentivize greater technology transfer, more effective and expedient offset work share (including sourcing and manufacturing), and a reduced cost environment surrounding defense acquisition. Recommendations for Amendments to Existing Clauses (including Offset Contract) of Defense Offset Guidelines Appendix D to Defence Procurement Procedure (DPP) 2013

Prepared by AmCham’s Defense Committee, AmCham has submitted detailed recommendations to the 11 member appointed DPP Expert Committee on Amendments to DPP 2013 headed by Mr. Dhirendra Singh, former Union Home Secretary. The document was submitted on 2nd June 2015 and in the requested format for recommendations for amendments to the existing clause was submitted to Defense Minister Manohar Parikkar as well.
