Meeting with Mr. Apurva Chandra, IAS, Principal Advisor, Ministry of Defence, Government of India

On August 5th, AMCHAM’s Defense Committee had an interaction with Mr. Apurva Chandra, IAS, Principal Advisor, Ministry of Defence, Government of India in New Delhi. Wg Cdr Rajiv Anand, Senior Director, AMCHAM, in his opening remarks, mentioned the objective of the meeting was to bring forth suggestions as advised by Mr. Chandra in the previous meeting. Mr. Pankaj Kaushik, Head Business Development & Government Relations, BAE Systems India (Services) Private Limited, Mr. Pawan Anand, Director International Contracts & Strategic Partnerships, Boeing India Defense Pvt. Ltd., Mr. Parag Sehgal, Director International Business Development, Lockheed Martin India, Mr. Prabudh Sharma, President, Raytheon India & South Asia and Mr. V.K. Adhana, DDG, Ministry of Defence, Government of India, joined the meeting. Discussions were held on stringent indigenous content (IC) norms, facilitating phased localization, OEM comfort for technology transfer, inclusion of MRO services in IC computation, requirement of review of IDDM category, development challenges, and design and manufacture by OEMs. The possibility of working on a formula or suggestions regarding the computation/calculation of an IC element beyond the contract period was discussed. Mr. Chandra mentioned that suggestions on IC computation with a clear formula as well as a workable procedure have been sought from industry, and he would welcome AMCHAM suggestions on the same as well. Members positively look forward to consistency and continuity in policy, reduction in timelines, rationalisation of IC as well as avenues for increasing the speed of absorption of technology in India from U.S. OEMs.
