Meeting with Mr. Manoj Joshi, Secretary, Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers, Government of India

AMCHAM’s Medical Technology Committee and Pharmaceuticals Committee met with Mr. Manoj Joshi, Secretary, Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers, Government of India on February 18th to discuss key policy and regulatory issues impacting the sector. The meeting was led by Mr. Chaitanya Sarawate, Vice Chairman, AMCHAM, Chairman – Medical Technology Committee, AMCHAM and President & CEO, GE HealthCare South Asia and Ms. Meenakshi Nevatia, National Executive Board Member, AMCHAM, Chairperson – Pharmaceuticals Committee, AMCHAM and Managing Director, Pfizer India. The interaction brought together senior leadership from leading U.S. medical technology and pharmaceutical companies operating in India for a constructive and focused discussion on strengthening collaboration to support innovation, patient access, and a predictable regulatory environment.

Key issues discussed included: policy and regulatory framework – Public Procurement Order (PPO) implementation challenges, expansion of local content definitions, Land Border Order – compliance concerns and market access implications, Government e-Marketplace (GeM) portal issues, including Government Token Endorsement (GTE) and procurement-related operational challenges, public notices – inclusion and exclusion criteria, tender-related concerns, intellectual property and patent enforcement, patent linkage at the state level, Trademark Registry (TMR) related concerns, marketing and pricing regulations, implementation issues on the Uniform Code for Pharmaceutical Marketing Practices (UCPMP), regulatory harmonization and approvals, regulatory data protection, etc. The discussion emphasized the importance of policy predictability, regulatory convergence, and enabling a conducive ecosystem for innovation-driven growth in India’s healthcare sector. AMCHAM extended a formal invitation to the Secretary to address AMCHAM’s 4th Healthcare Summit, scheduled for April 9th in New Delhi.
